Usermanager, give access only to part of the web interface

Hi

I have a need to give some of my staff access to only add or remove users, active sessions and logs.
And not have access to the other stuff.
Any way to achieve this?

I have problem my user manager the limitations are work but user manager no any logs in sessions and users disconnect when they reached the limits and connect again and they have access again with 200MB again. help me seen.
