Using port 8291 to access mikrotik box attached to 3g router

I have set the 3g router to allow port forwarding on 8291. Howver when trialling this I get a message

connection refused(webserver is not running!)

Please tell me what I have to do to get access to the mikrotik box via the 3g router.

well it depends on whether or not you have any firewall rules setup on the mikrotik router.

if you have the drop rule then you need to allow input connections on port 8291

make sense?
