I always wanted to ask this silly question:
If I have ROS in a PC, and I add a common wireless ethernet card, does it make it an AP?
Any recommended card?

yes if the card is supported. see the docs for supported cards. you probably need a pci to mini-pci adapter. “common” is not a useful term here so don’t expect to slap in anything supported by windows and have it work.
