Virtual IP on public addresses

I have been asked to supply some one on my network with a VIP (cisco) for public facing IP Addresses. Personally i think the guy might be confused but i just want to verify as the interwebs haven’t convinced me its it not a misinterpretation.

I think it can be done, i kind of see in my head how. But is it normal practice and/or can anyone suggest a way to do it using /31 /32 subnetting (limited public addresses available)
