I am trying to setup a VLAN with no success so here is the setup.
So what I am trying to achieve is have the guest Wi-Fi on one VLan and the TV on another I have my switch already configured but I don’t know how to configure the mikrotik.

But there is no port number on the MT device where the cable from the switch is coming from.
You cannot just lay the cable over the MT device and expect it to work! You have to plug it in…

The switch has the vlans already set so the mikrotik could be just a dumb switch if i could get the the Wifi to tag .
With MT, there are rarely shortcuts as one has to know what they are doing… The linked article has the answers, one just has to read it.
