VPLS as a replacement of EoIP on OSPF without MPLS

Dears,

I know that VPLS is possibly the best alternative to EoIP, it is considered because it runs cross platform while EoIP is specifically runs on Mikrotik.

Can we run VPLS on top of OSPF routed network but without MPLS enabled? That is also considered because enabling MPLS on all routers on a 250 routers network is somehow difficult and requires a lot of investment.

No, you cannot run VPLS over non MPLS enabled network.
