i am wondering if there is any way to change the ISP info like the ip address or the name of the ISP through a VPN connection .. i want to make a VPN connection from the mikrotik server to change the ip address and the name of the ISP for example when a hotspot , broadband user try’s to open speedtest.net to test the speed of his connection , a different ip address will be seen .. any help please !!
If you send all the traffic to a 3rd party proxy or VPN service then yes the IP address seen by the likes of speedtest.net will reflect that 3rd party and not the original IP address. You will generally have to pay for a reliable 3rd party though and the cost will depend on the speed / transfer required.

Yes there are so many way to change Ip and name through a VPN connection. You may find some paid or free version for this task. Hotspot is not bad bur hidemyass, ipchanger and many available. Try for the same.
