I have 2 mikrotik
1.Wap Mikrotik with sim Card
2.Rb2011 mikrotik
I need to connect Wap mikrotik with RB2011 Mikrotik in distance without cable and to create VPN in RB2011 Mikrotik getting internet from Wap Mikrotik.
Is it possible and if so how can I do it?

Assuming that the wAP is up and running properly then you should have wAP in Wireless Access Point role.
You should then configure your RB2011 into Wireless Station role as descibed in here:

VPN is not necessary because the wireless link between wAP and RB2011 is encrypted by the wireless security profile that you also configure.
