Vxlan with no packet fragmentation

So, If I setup a VXLAN with a MTU of 1500, over a OSPF link that has a L3 MTU of 9050 and L2 of 9100, will packets be fragmented? If so, then will a VXLAN of 9000 MTU be fragmented?
