wAP ax possibly bricked from out of the box

Purchased 2 wAP ax access points and it appears one of them is bricked. I just wanted to post and make sure there wasn’t anything else I could do to try to fix it. Long story short, I am running Netinstall on Linux after Windows failed to pick it up. I have gotten it to connect, but the only thing it does is assign the IP address to the board, then sends the reboot into setup mode, then it cycles back to assigning the IP address and then reboot into setup mode. If I cancel the netinstall process then restart, it just continues to do the same thing. I have booted into netinstall mode both with the regular bootloader and the backup bootloader and get the same thing happening in both. Also, to verify my setup is correct, I performed the netinstall on the 2nd wAP with the exact same cables and settings, and it worked flawlessly the first time. Any ideas?

Get it replaced by the seller, warranty should cover a DoA device.
