I setup WDS in Place in 3 Floor with 3 AP
Floor 1 -Floor 2- Floor 3
I use static mesh. floor 1 and 3 connect to floor 2
problem is in floor 3 and 1
when i change from floor 2 to 3 signal of Floor 2 is -70% and signal of Floor 3 is -45% but our station connect to Floor 2 ap. I want my station connect to best ap with best signal
what should i do?

According to what you write, the floor2 AP has a better signal at floor3. So the station connects to that.
Maybe the floor3 AP is in a bad location?
In any case it would be better to run separate cables to each AP instead of using mesh.
floor 3 AP signal is -45%
floor 2 AP signal is -70%
You mean dBm instead of %? Then you should write that.
Anyway, the decision which AP to connect is in the client device, not in the AP.
When you expected a system where the clients can roam around and magically connect to the strongest local AP even
when another is in view as well, you really are expecting too much.
There are systems that can do that, but they are in a different price category.
