Depends what hardware are you using. Would only recommend Hard disk as a web cache due to the amount of disk access,
You also need powerful router, to be honest an X86 machine with good spec and a couple of quality Hard disks is the only real option for a Web proxy for more than a handful of users.
AS a ball park figure here are the specs of one of my web proxies
Clients served 2500
3 day fresh Max, Cache size hangs around 250GB
X86 machine Specs
router os Ver 6 013beta ( have to use ver 6 for mutiple core support)
Intel i5 3ghz ( 4 cores)
Ram 2GB
Pri hard disk ( System) 128MB SD )
Cache drive ( 500GB SATA)
CPU average Load 10 - 15%

No limit for HDD, but 2GB limit for RAM for X86.
Unlimited RAM only on Cloud Core Router.
