I have done it and I cleared the Cache Content, no luck the Web Proxy Cache Contents still 2 hours behind.
After fixing some item in your config:
The time displayed on winbox are on GMT +00:00 format, your country are UTC +02:00.
Your country-time - 2 H = proxy time
I do not think that is really a bug,
usually all the content of a proxy are expressed everytime with GMT,
also from proxy to proxy, GMT are used. Think about from 2 google proxy on 2 different time zones
Is it set to correct ?

replace src address in your proxy from :: to 0.0.0.0
sometime if not use IPv6 this broken Images.

The information about time and date of page in proxy are always on GMT, also in other programs than RouterOS.
