Okay, I have done this tons of times and worked fine.
I am doing a new config, so I did a system/reset, then I put in an IP and winbox in to config it. But this time I am getting connection refused web server is not running!
What gives?
What version you are using ??
IF 2.9 dowload latest winbox, and try to connect to Router mac-address.
Try another method telnet (with Neighbor viewer) or connect PC via console wire to check settings.

What is the correct setting to have web server turned on?
I have never had to turn it on before.
check: ip service print and “www” port.
It is set to port 80 default it is not disabled or invalid
you can ping this IP from PC you connecting from ???
Try telnet to connect to Router, use this programm:

Sometimes winbox gets confused and you have to specify port 80 after the IP address. Unless of course, you’ve setup hotspot and forgot to login (or aren’t pointing at port 8081)? If all else fails, delete your winbox plugins from …\Documents and Settings...\Application Data\Mikrotik and redownload it from your router.
