I don’t know if this is a routing issue, a bug, or a misconfiguration on my side. Any assistance you can provide will be highly appreciated.
Below is the network design:

All routes have been configured statically. R1, R2, and R3 are sitting at my high sites and R6 and R5 are L2TP servers.
The clients connected to the high sites establish l2tp tunnels with either R1 or R6.
The problem is that from R3, I cannot ping 10.2.1.11 and 10.2.1.38. But I can reach 10.2.1.2 and 10.2.1.3 without any issues. Under what circumstances does this occur?
