weird throughput after server change

This night i have changed my main gateway.

i exported everything through export command in console and imported in new server.

previous configuration >some p4, new one is quad core xeon. Every works flawlesly but i see wird things

scheme of my network:

upstream ISP…new server-S1…server in other locality-S2
[vlan1]----------[eth1,vlan1],[eth2,traffic],[eth1,vlan2]---------[eth1,vlan2],[lan]

as you can see from attached images, packetrate/traffic is MUCH higher in one interface of the line-S1 side, then in interface on s2 side.

vlan2 is created through another ISP network, and before server change everything look fine.

where can be the problem?
old S1 was ROS 3.10
new S1 is ROS 3.16
S2 is ROS 3.7

thanks for help

clients reported bad SQ functionality:
example: set to 256k/512k, but only half throughput…

cpu utilization was broken too. almost all time, it showed 0%.

after downgrade to 3.13, everything looking fine…
