WHAT causes Mikrotik to broadcast 1000's of ARPs a second??

I STILL haven’t figured out how to control Mikrotik ARP requests from the MT router.

WHAT type of incoming packets would cause MT to spew 1000’s of ARP broadcast packets a second??

I’ve got a border router that routes a .252 class public IP and it’s ARPing the entire public subnet when SOMETHING hits it from the outside I’m guessing. I can capture the packets with Wireshark on the local layer 2 subnet as coming from the MT Router.

Anyone have any ideas on how to track this down or a way to rate limit ARP packets FROM the MT box?

send me a pcap from the internet interface for a few seconds and i will see what i can find. possibly blocking requests to broadcast ips will help.
