My plan is home internet, the internet provider does not give me ip public. They tell me I have to change to a business plan.
My question is. Is it possible to have configure ip public restriction having this?

Not possible. ISP controls what addresses you can use. If they don’t give you public address, you can’t invent one yourself (you can, but it won’t work).
Actually you can tunnel somewhere where you can assign a public ip to yourself. Maybe you can find a friend with enough capacity and free ip address that is willing to provide it to you by this way. But it could be more expensive than changing the isp or buying the public ip from your actual isp…

There is a plenty of routerboards with sfp ports. You can use appropriate optical module in it and set whatever mac you need. Or ask the ISP for updating the mac in their database…
