If a leaf queue is not using all of its limit-at, is the “spare” amount available for another queue or is it always reserved regardless?
After thinking more about this, “satisfying” limit-at includes where less than the limit-at was required by the leaf queue, so extra bandwidth would be redistributed in that case too.
