I have a question, if money was no issue what would you rather have and why?:
Three 512k connections and use load balance or One 1.5meg connection and just control bandwidth per user?

I would choose the bigger line and do a bandwidth limitation per user.
Load balancing is not always per-packet so maybe you can only have 512kbit/s on a single connection (TCP) when it’s a load-balancing per source/destination.
But maybe you get better redundancy with three single lines but you can run into bandwidth problems if your clients would need more than a single line could handle.
