A 2.8Ghz or faster Pentium 4 class processor should do it. As for RAM, I would recommend 256MB RAM (you don’t need that much unless you are doing full BGP, but it’s hard to install any less). Installing two sticks of RAM will usually get you DDR performance whereas one stick will not.
I don’t recommend using the proxy, unless you are trying to increase your support calls. Not that Mikrotik’s proxy has anything particularly wrong with it, but all proxy’s can introduce subtle incompatibilities. Concentrate on redundant backhauls, bandwidth controls, pricing models, sales, etc.
If you want to really run a proxy, run it on a different machine.
