what is the difference between hotspot and radius server

I’m trying to understand -
in both way I can manage the users ?

what am I don’t understand ?

The radius server is only an extension of “/ip hotspot user”. If the username is not found in “/ip hotspot user”, then the router will check with the radius server. It always checks the local database first.
