Authenticated users or active users ? There is a big difference.
If you are asking about active users over wireless - then many other things are needed to also be known…
wireless protocol (are you taking measures to avoid B protect mode)
band 2.4 ghz or 5 ghz
average signal strength and weakest signal strengths (also CCQs)
distance
how many connected
how many uploading and downloading
what are your QOS up/down speed limits (if any)
What are your slowest guaranteed up/down rates (CIR)
Depending on you answers to the following for wireless connections - the answer you seek could be as small as ( 1 ) or as large as ( 100 ) give or take

I know that license 4 gives 200 HotSpot active users but can 200 users use the internet at the same time on this router?
A HotSpot with 200 wireless active will work - but not fast for everybody at the same time.
It should work just OK with 200 connections but with about 10 to 20 percent of those connections running (a meg or 2 meg per user at most with 10 to 20 active users).
If you need to support 200 active connections and want the best possible throughput for everybody at the same time, then I would suggest one of the following two below:
#1 Four APs with 90 degree sector antennas which will then cover a 360 degree pattern. Then use 2.4 GHz channels 1,4,8,11
#2 Possibly repeat the #1 with each repeated set of APs spread out where they are at least 100 to 200 feet apart - then turn down the power on the APs.
Also, You might want to throw up some 5 GHz HotSpot APs so that you have a mix of 2.4 GHz and 5 GHz APs.
Pretty much no matter what you do, it is very difficult to have 200 active users all downloading at 5 meg each or even 1 meg each all at the same time.
