What to do when Netinstall doesn't respond to boot requests

Firmware update caused a boot loop on a RB951G-2HnD so I grabbed netinstall and the firmware, set my NIC to a static 192.168.88.55/24, added the windows firewall exception for netinstall, ran as administrator, it sees the firmware package, the boot requests show up on the card, but no response from netinstall. Did I miss something?

Have you disabled all other network interfaces? I’d also disable windows firewall during the netinstall process.

Did you configure static IP on computer interface with 192.168.88.x ? Preferred ip 192.168.88.2 or any free ip different to client address.
