when queue size 0..

Hello

I read this wiki site https://wiki.mikrotik.com/wiki/Manual:Queue_Size

When I set packet fifo queue with size 0. It seems all packet are dropped.
When queue size is 0, I expect that packets that are under the max-limit go through and packets that are over max-limit are dropped.
But this is unexpected result.
Do I misunderstand about queue size?
Could you tell me right explain?

Doesn’t look like it is working like the wiki says. But it is from 2010…
