Modes that have descriptions that don’t mention that a particular method is required support both.

What about balance-alb? The description implies it suffers the same downsides as balance-tlb, which would indicate it also only supports MII. Could you confirm whether this is the case or not?

Yes, that is the case. ALB is an extension of TLB, and TLB does not support ARP monitoring.
If you require more detailed information you can probably find exhaustive documentation on the Linux Foundation pages and from major vendors like Red Hat or SuSE.
