Because it is disabled.

Maybe some extra privileged ones have it, but generally it seems to be disabled.

We already have enough spam in the public forum, we wouldn’t be able to delete all the spammers if we would enable PM
This makes life very difficult. How do you contact a member or draw his/her attention? I understand the spam problem, but surely members with say more than 20 or 30 posts is not going to spam? And if they do, they can be warned , banned. They will not be a lot as they prove to be serious about their membership.
SurferTim has helped me a lot in the past, I need his help, but there is no other way to draw his attention. How do I do it without the PM facility?

You can increase his karma points through the ‘+’ button and attach your message to it.
To enable sending of PM for members with a minimum no. of posts should be safeguard.
