Set the frequency to 5400 and the mode to ‘superchannel’. Assuming the L11UG-5HaxD radios can physically do 5400 MHz, that should work: https://help.mikrotik.com/docs/display/ROS/Wireless+Interface#WirelessInterface-Generalinterfaceproperties
Wave2 does not have superchannel option. Contact support officially and open ticket.

No, you can't use these frequencies legally anywhere on Earth ... unless you have a license. Since MT produces devices to be used by unlicensed owners, it's logical that devices are locked not to use illegal frequencies. If you have a license to use these channels, then you'll have to shell out a bit more money and purchase equipment with tailored capabilities.
There's "the lesser devil" with particular sub-bands and Tx powers which depend on countries ... where device owner has to set correct country not to violate local laws. No, the U-NII-2B is not in the same basket because very probably MT couldn't get approvals from any regulatory agency if this part was not blocked from factory.
MikroTik has been selling devices with this capability for years (and is still selling them), so “the regulatory authorities won’t approve it” argument doesn’t seem to go up.

To be fair, regulatory agencies have gradually but persistently become stricter with their compliance requirements and with enforcing them. And you only have to be certified once. (Even if a renewal is required, they rely heavily on the original.)
The usual solution to this for other (non-wifi) manufacturers is to provide additional "unlock packages" to distributors only. (I believe Mikrotik already does this in reverse: I think the US restrictions are actually installed as packages.)
We'll see if they're willing to do it. If there is a country that routinely issues permits for this band then maybe it's possible...
