Hi i have 2 hap ax3. I use capsman on my home. Remote cap work great and create datapath port for bridge but local cap not create port on bridge. I need to add rule for all dynamics. Second ıssiuse when provisioned local cap, stuck on dynamic mode. When disable provisioning rule and again provisioning, the local cap unstuck.
And in wireless table/wifi wave2 window have two tx power columns.

Local cap does not work on capsman with wifiwave2 (on old capsman it was possible).
You will need to configure those interfaces locally.
If you only have 2 access points, it might be easier to do it completely without capsman. Otherwise it becomes too complicated.
Now you have a capsman setup and also need a local setup. That’s 2 times maintenance in 2 slightly different ways (although quite similar).
Keep it simple then and use two times local setup. Much easier to maintain.

I tried local radios work on capsman. First select manager=local and you need one time provisioning local radio on radio window and radio stuck on local managed mod 
Local and remote cap works on same provision rule and configuration. I using now like this. Local radios need only bridge rule.

Effectively manager=capsman-or-local or only local.
They work (more or less) on the same rules because wifiwave2 and capsman are VERY similar.
