IMO design changes to flat interface elements is related to reducing design costs and implementation in general for modern IT industry interfaces, designers can faster produce graphic elements without additional layers like shadows, bevels or 3d effects and development implementation is usually less complex when building interface with such elements especially when creating responsive UI. But this can affect to reduced readability if is badly designed.
