There is PC with Debian GNU/Linux 8, wine 1.6.2-20, clear wineprefix.
At some point in winbox 3.2 (and older versions as well) discovery stops working.

Is that a laptop? Try to disable the wireless interface (I assume you are connecting by ether)
No, it is desktop with single ethernet adapter.
I just removed mactelnet-server package from my PC, and winbox works fine now. It’s strange.
