Winbox loader in secure environment

I’m unable to make Winbox run on a managed, secure Windows 7 installation. The software starts - loads the files to the user’s %appdata% directory and that’s it. What other permissions, ports, etc., may be required in order to get it to run on a secure machine?
We’ll have to manually allow these changes without our environment. In general users can only write to their registry and %UserProfile% area. User has no administrative rights and is unable to write to any of the system folders or even program files folders. They are unable to run .exe unless they are “pre-approved” which is what we are seeking, but do need to make note of the run details.

Just an update we have verified that the software behaves the same under an administrative account.
