winbox on windows ce 5

Hi..
Does anyone know do winbox works on Windows ce 5?
There are some cheap 7" netbooks (based on arm chips) that have Windows ce on it.

Windows CE will not work with Winbox. Come on, even 100$ (used or older) Netbooks have normal Windows XP or Linux with Wine.

but here it is impossible to buy something under 200$ (even used)

I am willing to put on this netbook linux, so maybe in it would work with some emulation?
