"Quick Set" shows "MAC Server", "MAC Winbox", and "Discovery" features as enabled ("ticked") when interface for each of those features is set to "None" in "IP->Neighbors" and in "Tools->MAC Server" sections of WinBox.

I think that should be the other way around unless both "IP->Neighbors" and "Tools->MAC Server" are broken or report incorrect settings. Either way it is a discrepancy.
Is there a way to use "Terminal" commands to check whether those features are enabled and which interface they are set to use?
It might be worth a report to MikroTik at support@mikrotik.com or https://help.mikrotik.com (at bottom to use the support system). No one on the forum can fix it, and it may be specific to the "Profile" (dropdown in top left corner) and the specific device. So make sure to create a Supout.rif file in winbox, and include the file in your report.
But quickset is kinda dumb so it's possible this part is relaying on older versions. But as a general matter, they really only claim it works on the default configuration. But issue is the default-configuration sometime changes, and they fail to update to the quickset logic from a newer default-configuration. Or at least that my guess at what's going.
