when any window is outside visible work area. boundaries the vertical or/and horizontal scrollbars not appear.
the horizontal scrollbars no appear.
please see the attach picture.
l tried to scale up the windows on other computers and win 7, 10 and xp. the dynamic scale just worked on 4:3 ratio display.
