Wisp collective ip smart dns

First of all i am not even sure this is the right place to post this question so if it’s not i am really sorry.

I am thinking about subscribing to a wisp provider that’s using mikrotik hardware and as far as i know they have collective ip’s and not individual ip’s per client.
I want to be able to use smart dns and at some point vpn on that line.
I talked with their tech guy and he said that i cannot change the dns on the router but he could configure it for me at the"antenna receiver" but because i don’t have an individual ip i won’t be able to use the service because his words “ip is behind a nat” so maybe i could buy an extra service of static unique ip so that i could use the smart dns service.
Is this something that someone here could confirm even theoretically?
Also i would like to know if their software works like this (collective ip for x clients) would it be possible to use a service like express vpn in the future without a problem.
