There aren’t any WISPs in my area and I am looking to explore the idea of carrying out a proof of concept.
I am located in Western New York, looking for an operator or co operator in the surrounding states with experience deploying and/or managing a WISP that would be available for a paid consulting engagement.
States: : NY, NJ, VT, PA, or MA.
If you have direct ties with a wisp I would also like to hear from you.
First of all, note that im not from the US.
I took a quick look at the Western New York territory.
It seems you have quite complicated terrain topology, mix of hills and forest all over.
If the backbone infrastructure is bad, then it may not be surprising that there are no wisp operators in your area.
In any case, you have to well plan the profitability of the future network.
And above all, in your case, you can not rely just on estimating the future number of users in the dense areas.
You also have to consider how you will cover these zones (BS sites), one-time and monthly costs per BS.
My opinion is that you must first of all determine the above circumstances directly on the ground.
Regardless of your determination, courage and potential readiness to invest the necessary resources, this is most important to you.

if you have good plan or something go directly and put your cards on table
have good story and must consider their position and why they need you at all?
if the market is certain, they will probably offer you a job.
partnership is a much more complicated, although it is not impossible.
