XS+31LC10D and CRS318-16P-2S+out no link after reboot

Greetings,
I have a problem with 10G link from my CRS318 using XS+31LC10D. When I plug in the module it works like a charm, until I reboot the CRS318.
After reboot or power outage I have to unplug the module and plug it back in to re-establish the link. This is not a problem with single device I have 8 of them and I’m able to replicate this problem with all of them. I noticed this problem first when I tried to establish a 10G link between CRS326-24S+2Q+RM and CRS318-16P-2S+out. After a couple of back and forth swaps I was able to identify that the cause is the CRS318.

Any help would be appreciated.

Things I have tried so far:

  1. Running SWOS ver. 2.13 & 2.14rc6 - no luck same problem.
  2. Running ROS v 7.6 - no luck
  3. Trying the second SFP slot - no luck
  4. Trying to change transmit power - no luck
  5. Using attenuators - no luck
  6. Trying several spare modules (XS+31LC10D) - no luck
  7. Changing cables - no luck

Tried setting no-negotiate and static speed & duplex?

Yes, but with no success.
I’ve set it to 10G, FD, no auto negotiation.

I had the same problem with XS+3LC10D and CCR2004 and CRS309 today and this helped. The cable was a short interconnect of 1M… I set the rate to low, same settings on both devices.
