Simple queue is perfectly adequate for this. Just use the first tab. What is it you are trying to limit?

set summary limit + set per IP limit

Have you looked into Queue type PCQ? I thought that would do what you are looking at?

Yep. Those 2 drop downs in the advanced tab are too far out of reach

Advanced tab also not enough in this case.

Have you tried TP-Link or D-Link?

I am sure they are much easier with all their wizards whistles and bells.

So you want simple, but not too simple... Thats gonna be hard to satisfy
