RB750GL 6.38.1 don't upgrading

Hi!
I have old Routerboard with ROS 6.38.1 and it don't want to upgrade.
I tried to upgrade via /system/packages to 6.42.9, but after reboot it still 6.38.1. And no new lines in logs.
I tried to download 6.42.9 and 6.43.2 by myself and put it in Files. I tried Main and Extra packages with same results. Simply after reboot router don't touch files .npk and still on old version.
But I sucessfully upgraded firmaware on it to 3.33.

Try an older upgrade first (ex. to 6.40.9), and make sure you have enough free space on the router to upgrade. If the router has too little space it can refuse to upgrade and will leave the files untouched.

So, I also tried main package and extra packages with same result :(
There is a lot of space.

I think the problem may be because a hack attack. This is forgotten router, when I found it, there is some scripts and shedulers on it. I delete all unknoun scripts and shedulers, reset the router to default configuration and after it trying to upgrade without success. May be the problem is deeper...
I will try to recover it via Netinstall.
