locking ips at once so that people cannot steal my network

HI,
i have around 60 clients on my network, and i have a problem with managing them because my network keeps falling, like its going on/off at times, so i thought the problem was ip conflict which i think someone people are using my network. now my question is, is it possible to lock all the other ips that i haven't assigned to my clients at once other than puting them in the fire wall one by one. thanks

Yes, in the firewall window there is an "address list" tab, there you can add entries to a list
(choose a name then add an address, then choose the same name then add another address).
This list can then be used in the firewall using the "Src.Address List" instead of "Src. Address".

Of course this does not help against intruders when your network is open. You need to setup
some way of encryption and/or authentication so only your paying customers can get in.
