custom language/translation not working

There seems to be a bug/problem with user-manager in that I can't get it to correctly process my translation file.

I downloaded the Spanish language file from here:
https://wiki.mikrotik.com/wiki/User_Manager/Languages

I then uploaded it to the root of the filesystem, and user manager does appear to see it; I can see the new language option within settings, and also the language drop-down list below the navigation bar on the left-hand side. However, selecting the alternate language (Spanish) doesn't work; it continues to show text in English.
Also, strangely, I can see the language file within the 'Maintenance' tab (see picture).

Anyone have any ideas how to fix, or how to file bug report?

Never had to change language so i cant be sure. Maybe it needs a reboot?
