User Manager user not found

On multiple Mikrotiks RB2011 & RB3011 on various versions 6.48rc1 and 6.48.3 our WiFI users register on the hotspot and pay with Paypal.

The payment completes but when the user tries to login to their user portal or via hotspot connection it states that user <xxxxx> not found.

This even if I go into Userman and use the same username and password that is displayed there. If I setup a new user from within userman and assign a payment profile this works without a problem.

This has only started happening 6months ago.Is it an issue with Paypal or is there bug in userman? We do not have certificates enabled for the URLs due to compatabiliy issues with some smartphones. Under payment gateways Paypal, Secure response and Accept Pending are all enabled. It was all working fine before even with the beta upgrade due to the Paypal certificate expiry. i see that Paypal were changing its authentication process.

I have seen other people with the same issue on this forum but no responses.

Any sugeestions as to what might be happening and how to fix this issue?
