I am wondering if it's possible to disable a user in the User-Manager and have a custom error message to tell the user why his account has been disabled? When an account is disabled, by default what error message will he get? Will it be the standard user/pass not found?

Dave, I believe HotSpot is able to display something like;
- invalid username and password;
- no more sessions allowed for the user;
- transfer limit reached.

You can look in HotSpot content [connect to router with FTP client and download HotSpot login pages], probably you can try to change some errors.
But you cannot change or add any other reason, like invalid username and password.
