problem accessing hikvision camera

I recently bought a RB750G3 and combined it with a switch TP-gl1016-poe.
So far I have connected my TV, my NAS and my printer statically, the rest is managed by DHCP offcourse

So far so good, I'm now dealing with a problem to connect to my new hikvision camera (ds-2cd2155fwd-is). I just can't enter its configuration website.
Strangely enough I have no issues when connecting to my old router tp-link R860. I can see the camera, appearing in the DHCP client list getting an IP address (192.168.xxx.21). and are able to login the camera configuration site.

However when I connect the camera to my new routerboard, I cannot login. It is getting a dynamic lease (192.168.0.102 ) though. i know for sure it is the camera because I recognize the mac address. Nevertheless, when I try to access the camera, the browser responds with "this side is not available .... '

There is no issue on POE. I even bypassed my switch and connected the camera directly to my routerboard using an external 12V adaptor, with no succes.

I can access all other device on my network, it is only my new camera that's bothering giving issues.

My settings are:
router IP: 192.168.xxx.1
netmask 255.255.255.0
DHCP RANGE 192.168.xxx.20 - 192.168.xxx.254

static leases:
192.168.xxx.2 tplink 1016 switch
192.168.xxx.3 access point
192.168.xxx.10 tv
192.168.xxx.11 nas
192.168.xxx.12 printer

dynamix leases:
192.168.xxx.102 hikvision camera ds-2cd2155fwd-is
192.168.xxx.105 this laptop

Any support would be helpful here, I don't know what to do anymore

Did you change the network range when switching the router? If so do you have any ip filtering/access control on the camera?

Another thing to verify, if you can ping it / resolve mac?

First: connect to camera directly without any router or managed switch and use SADPtool to check camera's ip and ports (sometimes, when using DHCP, Hikvison cams loose http port). Set a static IP. Try ivms-4200 (add camera and figure out if you can configure it or get a stream). Maybe you had set an access-list on camera, try to reset to factory default and activate camera again.

Thanks guys, it turned out the problem was something different.

For some reason the laptop I that I used to perform the changes, was not able to acces my camera using the new settings.
I discovered that when using another laptop I could acces it immediately. So I tried again, swapping the laptops ( changing IP on the other laptop) Guess what I couldn't access my camera either after the changed IP. But I could on the other laptop.

So after rebooting the laptop, problem was gone. I guess it has something to do with caching? i don't know.
