Help! Bandwidth Limit Per Interface

hi guys
i have a 3g router and speed is 8Mbps download and 2.5 upload
i have a mikrotik pc connected to this router through interface0
and i want this interface to share 4Mbps up and 1M down with
hotspot users that connected to interface1and i am wondering
how can i do it.... i will be good if there is more than one method

I suggest you reading about

Queues

HTB(Queue tree) This a kind of Hierarchical bandwidth control and QoS.
https://wiki.mikrotik.com/wiki/Manual:HTB

Queues - PCQ(Divide traffic into substreams).
You could apply this queue types to HTB entries or even to an interface.

The question is not so specific, then I cant provide you with any feasible insight.

Haha, very entertaining now please explain the token diagram so that I can understand it LOL.
The more I read about how to program queuing, the more I need to drink!! One day, I will brave the waters...............
