To answer your question, 3011 is an ARM based device so the mipsbe file would not be helpful.

When logging in (via winbox at least) it will tell you the architecture in the title of the window in brackets (arm), (mipsbe), (tile) etc.

Why could you not use the automatic update that ArchilMindiashvili describe above?
You can do > System>Packages>> Check For Updates >> Download and install >> Reboot system is updated

I can't speak for OP, but there's a legitimate case: when a router doesn't have internet access (for any particular reason), user has to upload upgrade package(s) manually.

Although I don't know if file uploading works when router doesn't have IP address configured and management is done using winbox via MAC connectivity.

Yes it is possible to upload a file using mac-winbox and also with ro-mon

Now I need to downgrade Ruteros and no luck - UPLOAD disconnects WInbox all the time - is it a bug ?
