fallback partition

I have a RB951G with two partitions. Both partitions have set fallback-to=next. According to manual this setting defines what to do if active partition fails to boot.

Now the question: does event router was rebooted without proper shutdown count as failure at booting? Is it expected that unit boots into stand-by partition after such event? I'd expect that if device runs for certain time (say a few hours) and then reboots (for any reason), then this would not count as boot failure ...

When the router boots it uses the active partition, if that fails then it tries the next partition. That is all it does.

My question specifically targeted this: does power failure (occuring after long uptime) count as boot failure?
