Best VPN solution for Mikrotik LTE clients

Hi,
I am looking for the best VPN solution to connect RB912R-2nD-LTm&R11e-LTE clients installed in vehicles to our network. Because of a variable quality of LTE signal (sometimes even EDGE) I need as stable and quick connection as possible.
My intension was to use OpenVPN via UDP, but due to lack of UDP support in Mikrotik I ended up with OpenVPN via TCP. OpenVPN server is running on FreeBSD, however I would like to build a new VPN server on Mikrotik CHR.
Server has static public address, clients have dynamic private addresses from a mobile provider. I am sending video from IP cameras from vehicle to a central video server, however with a very limited bandwidth – let say 20kbit/s.
What VPN solution would you recommend?
