My setup is>

ISP-2 connected to Tplink 4g Router

Dlink Router to my Mikrotik Wan-1
Tplink Router to my Mikrotik Wan-2

my issue is when my ISP-1 Line is down, but my mikrotik Wan-1 is still up because it get ping from Dlink Router.

so its not auto connected to Secondary Tplink Router

Please help me about this issue.

One way to solve this is using NetWatch, and set a ping to 8.8.8.8 or some other address that you want. Then set the script to change de default route to the second ISP if the ping fails. If possible ask your internet provider to set your routers on bridge, this way you can avoid double NAT and also ping the ISP gateway instead of an internal IP from the router. Another way is to set a bonding interface on both links, that could either balance or choose between one of them.

What I mean is that here are many ways to solve this, you have to analyze all options and see what suits you the best.
